Preparing Chintaro for running the NAHA Report

What is the NAHA Report?

Each year, certain organsiations must complete the NAHA report which is submitted to Australian Institute of Health and Welfare (AIHW) as part of their compliance process. The report is populated by fields in Chintaro and is generated through the Reports and Exports > NAHA / Data Collection Report screen.


The report comprises six worksheets in Excel which have special macros guiding and controlling the input of information. The worksheets are numbered, and comprise of:


1. Provider worksheet

2. Waitlist and Financial

3. Dwelling worksheet

4. Tenancy worksheet

5. Person worksheet

6. Summary


This solution explains where the information is populated from Chintaro and into the report, and relates to the information required for worksheets 3, 4 and 5.


NOTE: If you are a non-Cloud user, the NAHA Report for 2023 requires a new template and will also require you to update your version of Chintaro.

What information does the NAHA report need?

When you run the NAHA Report, you will see the cells of the export are coloured (red = incorrect, yellow = may be incorrect and require reviewing, green = must be completed, grey = do not need completing):

Before you begin, you should make sure that you have entered your Organisation ID into the System Maintenance>Reference Tables>Parameters.  Your Organisation ID will be found in column B on the Dwelling sheet of the template you received from your state authority.


To minimise the time taken in fixing errors (red cells) when the report is created, you can run an export from Chintaro to see where the data is missing before you create the report. To view the data required for the NAHA Report, run the NAHA Data complete export. This export is found (from the Home Screen), in Reports and Exports > Exports > Tenancies > NAHA Data Complete:

Similarly, you can use the NAHA/Data Collection Report screen to run the files required to view the data (Reports and Exports > NAHA / Data Collection Report):


Use the following 3 sections of this solution can be used to find where the data is populated in Chintaro. 


Sheet 3. Dwelling Worksheet

Chintaro will generate a new unique Property ID when a new property is added.

Each property must have the 'City' selected. Use the drop down list to select the correct City and the State and Postcode will default.
d.) Dwelling PostcodeYes - Property screen.

The 'Postcode' defaults from the selection of the City drop down list.
e.) Number of bedrooms    Yes - Property screen.

Number of bedrooms in Property must be entered numerically in the 'Num Bedrooms' field in the General section of the screen.
f.) Program typeYes - Property screen.

The ‘Program’ (stream of the business) the Property is in must be selected for each property from the drop down list, in the General section.

All Programs you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Program:
g.) Dwelling typeYes - Property screen.

A 'Property Type' must be selected from the drop down list for each Property, in the General section.

All Property Types you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Property Type



h.) Boarding unit or room
Yes - Property screen.

If 'Boarding House' or 'Rooming House' is selected in 'Property Type' drop down list (above), column H in the report will populated.

If Property Type is not 'Boarding House' or 'Rooming House', the cell in this column will not be populated.

i.) Number of tenancies normally assigned when at full capacity (at 30 June)N/ANo - Property screen.

The formula for these cells is calculated from each Room's Status = Total Tenantable Units.





j.) Number of tenancies in dwelling at 30 JuneN/ANo - Property screen.

The formula for these cells is calculated from each Room's Status = Total Occupied Units.


This is a subset of the total number calculated in Column i.


k.) Number of tenantable vacancies at 30 JuneN/ANo - Property screen.

The formula for these cells is calculated from each Room's Status = Total Vacant Tenantable Units.


This is a subset of the total number calculated in Column i.


l.) Number of untenantable vacancies at 30 JuneN/ANo - Property screen.

The formula for these cells is calculated from each Room's Status = Total Vacant Untenantable Units.


This is a subset of the total number calculated in Column i.







Sheet 4. Tenancy Worksheet

When a new Property is created, Chintaro will automatically generate a unique Property ID.
b.) Tenancy (Rental) Unit IdentifierNo - System Generated on the Rooms screen.

When a new Room is created, Chintaro will automatically generate a unique Room ID.
c.) Household Identifier    No - System Generated from the Client screen.

When the NAHA report is run, Chintaro will use the Client ID of the primary tenant as the Household Identifier for the tenancy.
d.) Is this an internal transfer?

Yes - Tenancy screen.


The tick box 'Transfer?' on Tenancy screen needs to be ticked on the new Tenancy record to indicate the Tenant has transferred from one Room to another within your organisation.


e.) Number of bedroom per TenancyYes - Property screen.

The number of bedrooms must be entered numerically into the 'Num Bedrooms' field on the individual Property screen.
f.) Household CompositionYes - Tenancy screen > 'Reporting' function.

You must click the 'Reporting' button in the Tenancy screen (in the blue buttons at the top) to see these fields.

Use the drop down list 'NAHA/EVoR Type' to select the household composition.

All Household Compositions you report on must be given a NAHA Program number in System Maintenance > Reference Tables > NAHA Tenancy Type

 


g.) Number OccupantsYes - Client screen.

'Date of Birth' field must be entered on every individual's Client screen (both Primary and Related Tenants).


h.) Is this an Indigenous household?    Yes - Client screen.

Tick boxes for 'South Sea Islander', 'Aboriginal or Torres Strait Islander' and drop down list for 'Aboriginality' records whether an occupant of the household identifies as Indigenous.

All Aboriginality options you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Aboriginality 
 

i.) Is this a disability household?Yes - Client screen.

Use the 'Disability' drop-down list on the individual Client Screen to record whether any Client has a Disability. Must be selected for all Clients (Primary and Related Tenants).

All Disability options you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Disability.

Fill in either Y, N, or U for Yes, No, Unknown in the NDCA column.
 
j.) Is this a non English speaking background household?Yes - Client screen.

Use the 'Proficiency Spoken English' drop-down lists in the individual Client screen to record the Client's proficiency in spoken English.

The 'Proficiency Written English' is not considered in the NAHA Report.

Both "Fair" and "Interpreter Required" will display as Y in this sheet, while "Good" will display as N.
k.) At allocation, was the household in the greatest need?Yes - Tenancy Screen > Reporting function.

For every Tenancy, the 'NAHA/EVoR Was Household In Greatest Need' will default to ticked.

Untick if this was not the case.
l.) At allocation, was the household homeless?Yes - Tenancy Screen > Reporting function.

Tick the 'NAHA/EVoR Was Tenant Homeless' box if your Tenant was homeless.

IMPORTANT: If this box is ticked, you must have the 'NAHA/EVoR Was Household In Greatest Need' box ticked also, or it will result in an error in the NAHA Report.

m.) Main income source of householdYes - Client screen> Income Section.

Of all incomes entered/imported, Chintaro will pick the highest amount to populate the NAHA Report.

Codes are entered in System Maintenance > Reference Tables > Income > NDCA column.

All Income options you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Income
 
n.) Total gross household income for week of 30/06/YEAR excluding Commonwealth Rent AssistanceYes - Client screen.

The Total gross Household Income for the week is calculated from each individual's Client screen > 'Income' section. This figure is the total of each of the incomes in all Clients in the Tenancy/household.
o.) Total assessable income for the week of 30/06/YEAR excluding Commonwealth Rent AssistanceN/ANo - System Generated calculation where Total Assessable Income = Amount x Rate.

p.) Total Commonwealth Rent Assistance for week of 30/06/YEARSelecting Rent Assistance on Client screen:

Importing Rent Assistance Rates screen:

Yes - in Client screen > Income section and Finance > Centrelink Functions > Import Rent Assistance Rates.

Select the Rent Assistance for each occupant from the Client screen > 'Income' section.

NOTE: Rent Assistance rates must be imported every March and September through Finance > Centrelink Functions > Import Rent Assistance Rates.

The NAHA Report assumes maximum rent assistance used.

q.) Rent charged to tenant for the week of 30/06/YEAR excluding Commonwealth Rent AssistanceYes - Tenancy screen.

The Rent Charged field is calculated from the Tenancy screen > Rent Record ('Edit Rent' button) on each Tenancy for the week of 30/06/YEAR.
r.) Does the household pay market rent?Yes - Tenancy screen.

The 'Does the household pay market rent?' field is calculated from the Tenancy screen > Rent Record on each Tenancy for the week of 30/06/2018.

Calculated from Rent Record (Tenancy Screen > Edit Rent button) and calculates if Market Rent = Rent.
s.) Start DateYes - Tenancy Screen.

Start Date field uses the 'Tenancy Start Date' on each individual Tenancy screen > General section.

This date is critical for the NAHA Report.

t.) End DateYes - Tenancy Screen.

End Date field uses the 'Vacated Date' on each individual Tenancy screen > General section.

This date is critical for the NAHA Report.

If Primary Tenant = No, Primary Tenant's details appear on Client's screen:
c.) Date of birthYes - Client screen.

Enter the 'Date of Birth' for every Client in their individual Client screen > General section.
d.) GenderYes - Client screen.

Select the 'Gender' of your Clients from the drop-down list on the Client screen > General section.

Gender options (M, F and U) are hard coded in Chintaro. 
e.) Relationship StatusYes - Client screen.

For every Related Tenant (Client screen > Primary Tenant = No), select the Relationship they have to the Primary Tenant from the 'Relationship To Tenant' drop down list on their individual Client screen.

All Relationship options you report on must be given a NAHA Program number in System Maintenance > Reference Tables > Relationship
