What is the VRS Screen used for in Chintaro Insights?

Chintaro Insights populates the VRS screen with the metrics and data required for the Victorian Regulatory System, commonly known as the Housing Registrar KPM (Key Performance Measures) Report. The types of information that the screen presents relates to tenancy management and asset repairs.


All organisations who need to be compliant with Victorian Housing Registrar and need to complete the CHIMES reporting will benefit from using this screen to gauge how they are tracking against these standard metrics ahead of reporting time.

VT Turnaround

Calculation: Total number of days all tenancy units were vacant tenantable during the year/Total number of vacancies during the year.

Metric:
  • Preferred: less than 7 days
  • Satisfactory: 7-21 days
  • Action required: more than 21 days
Vacant Untenantable Turnaround


Calculation: Total number of days all tenancy units were vacant untenantable during the year/Total number of vacancies during the year
Metric:
  • Preferred: less than 21 days
  • Satisfactory: 21-48 days
  • Action required: more than 48 days

KPM4 RentOverview of rent arrears for the amount charged.

Calculation: Total rent outstanding from current tenants/Total rent charged to tenants during the period.


Metric:
  • Preferred: less than 1% of the rent charged
  • Satisfactory: 1-5%
  • Action required: more than 5%

KPM5 TenanciesOverview of Tenancies maintained and exited over dates selected, as well as a graph showing activity in total tenancies, new tenancies and exited tenancies.

Calculation: Tenancies maintained from start to finish/Total Tenancies at start.
Metric:
  • Preferred: more than 90%
  • Satisfactory: 75-90 %
  • Action required: less than 75%

KPM6 ComplaintsOverview of complaints received and actioned within dates selected.

Calculation: Total number of Tenant/Prospective Tenant complaints resolved within 30 days/Number of Tenant/Prospective Tenant complaints received during the period.
Metric:
  • Preferred: more than 90%
  • Satisfactory: 70-90%
  • Action required: less than 70%

KPM7 OccupancyOverview of occupancy data, including average occupancy rates and percentages of occupancy by Program.

Calculation: Total Days Vacant/Average number of tenancies for the year. 

The formula to use is 1 - ((Total days vacant /AverageTenancies) / 365.25)


Total Days Vacant can be found in Reports>Property> Occupancy Report


Average Tenancies is the averages of the Tenancies at Start and Tenancies at end of period


KPM8 EvictionsOverview of evictions including the percentage of evictions, the total number of evictions and exists vs evictions.

Calculation: Total number of Evictions/Total number of exits during the period. 
Metric:
  • Preferred: less than 5%
  • Satisfactory: 5-10%
  • Action required: more than 10%

KPM 9/10 RepairsOverview of metrics related to repairs and maintenance, including urgent and non-urgent repairs.

KPM 9 Urgent Repairs requested on time
Calculation: Urgent requested repairs completed within 24 hours/Total number of urgent requested repairs
Metric:
  • Preferred: 100%
  • Satisfactory: 90-99%
  • Action required: less than 90%
 
KPM 10 Non Urgent Repairs completed on time
Calculation: Non-Urgent requested repairs completed within 14 days/Total number of non-urgent requested repairs
Metric:
  • Preferred: more than 90%
  • Satisfactory: 75-90%
  • Action required: less than 75%
